2004 Poverty Income Levels
The new 2004 poverty income levels were recently announced in the Federal Register and on the Assistant Secretary for Planning and Evaluation pages at www.dhhs.gov .
For the 48 states and DC the 2004 one person level is $9310 ($776 monthly); add $3180 ($265 monthly) for each additional person.
For Alaska, the 2004 one person level is $11,630 ($969 monthly); add $3980 ($332 monthly) for each additional person.
For Hawaii, the 2004 one person level is $10,700 ($892 monthly);add $33660 ($305 monthly) for each additional person.
Other jurisdictions (territories, etc.) develop their own poverty levels for program use, with approval of the HHS Regional Office.
These poverty levels---or multiples of them--- are used to determine eligibility for several Medicaid categories, including pregnant women, children and (in many states) the aged and disabled; the Medicare Savings Programs (QMB, SLMB, QI and QWDI), which pay premiums and some other cost-sharing for those Medicare patients slightly above Medicaid income levels; the about-to-be-launched $600-a-year Transitional Assistance Drug Discount Card program for Medicare patients under 135% of poverty; AIDS Drug Assistance Programs (ADAPs) and other Ryan White programs; low income health clinic programs; some state pharmacy assistance programs; the Women's, Infants and Children (WIC) health and food program; food stamps, School Meals and other nutrition programs; the home energy assistance and weatherization programs; and many other needs-based programs.
